From that statement, it sounds like he isn't going to be posted. If he was going to be posted, they wouldn't need to "work on a proper statement". 

 

If he was going to be posted, it would be easy for them to say yes, he's being posted and they wouldn't need to prepare a statement. They need time to come up with an excuse for him not being posted to save face.

I think he will be posted.  If he wasn't the easy answer of "no" would need no prepared statement.  However, the "yes" may have multiple and expensive strings attached.

this is what you're waiting for. in other words, the question you want answered is: will tanaka be pitching against the angels next year? the 20 million dollar limit, effectively pushed tanaka from a 60-75 million dollar contract into a 90+ million dollar.contract. the angels had a shot with exclusive negotiating rights, which the old system produced. against multiple teams in a bidding war, they are done.
