Security breach involving nearly every Target store in the U.S.

I got an email from Chase that they were notified by Target that my card was compromised.  As a precaution they are limiting charges to 300 dollars a day and sending out a new debit card.

 

I got the email after my card was declined at the grocery store which was very annoying.

Had someone a few years ago get one of my business account numbers, they created their own checks, and spent $500 at Wal-Mart and $400 at Target in El Segundo. Bank looked into it and saw it was obvious fraud from the made up checks that looked nothing like my business checks and some phony signature.

Glad they invented the check copies on statements.

My girlfriends card got sold and used in New York. Got about $250 worth of stuff before it got frozen, started with a few $5 charges at fast food places then went for a shopping spree at the mall, $200 went through at footlocker then got denied for about 5 tries at various places after that. Sucks we found out about it when it got denied at the store during a large shopping trip.

 

Quick call to the bank and the $ was back on the card the next day.

Not directly related, but a friend of mine left her purse on the front seat of her car while she ran into a store for a quick purchase. She came out five minutes later, the window was broken and the purse gone. During this time the thief used her credit card to purchase gift cards in the hundreds of dollars at a nearby Target. Ran up about $2500 in charges before the bank stopped the card.

 

This all took place within 5-10 minutes after she left her car. 

 

In Orange County there have been stories of strong-arm robberies in the parking lots of upscale malls, during the day. And car break-ins in the middle of the day. I've often noticed suspicious people walking around parking lots at shopping centers. I'm very aware of my surroundings and leave nothing visible in my car.

We got a call from Discover saying they were canceling our cards and sending us new ones because we had used out cards at Target during that time.

Pretty crazy that they just volunteered to do it. I guess it is better than refunding fraudulent charges.

 

I'm sure there was a cost analysis done to see if mass card replacements would be cheaper than mass refunds.

I've heard of thieves doing this before. 

 

What am I missing?  Aren't the gift cards somehow linked to the credit card used to purchase them, such that they could be deactivated pretty easily?

Question is.  Who pays the refunds?  Credit card companies could just say prove it to the retailers.  and since most retailers don't even ask for id, could pass the buck down to the retailers.  Or even to the credit card authorization companies.
