Considering how low the Royals would in the waiver order I'm intrigued by this. 

Perhaps it was a favor by Perry and we end up getting Barlow later today.

Loup has been fine and Velaz is a nice PR and defensive replacement for Moose late in games.

Velazquez is the perfect 26th (and come September, 28th?) guy on the roster. Versatile, good defense, can steal a base (second on team behind Shohei) and probably one of the better bunters on the team. He's the perfect situational player. 

They just need to be at a place where he isn't needed everyday.

Loup's been fine, he's got a 3 ERA since the beginning of June (which includes his 4 run blowup against the Dodgers) with 3 holds and a save without blowing a lead.

They are about 5.5 over the tax so every little bit helps I guess.... don't know if they actually get any tax savings from cash considerations, but you'd think so, as they got $2M from the Rockies to offset Grichuk and Cron's nearly $6M remaining salary.
