He gets close to zero credit if he had no live in-person viewings of Trout before the draft.

I never saw any reporting that he traveled to New Jersey to see him.  Maybe he saw him at the area code games the previous summer?  Don't know.

He gets credit, obviously. I assume he had a significant hand in signing him, since that's his job. That is, of course, if he wasn't late to his meeting with the Trout family.

Tony Reagins had a personal conflict with Eddie Bane, who insisted upon drafting Trout. The relationship was bad enough that the year after the 2009 draft, quite possibly the single greatest draft for any team of all-time, Reagins fired Bane. 

Of course, the best draft also happened to be followed by the single worst draft in team history. The Angels had essentially five first round picks, and picked Kaleb Cowart, Chevy Clarke, Ryan Bolden, Taylor Lindsey and Cam Bedrosian. The result of this was one quadruple A player, one middle reliever and three kids that never made it out of the low minors.

A collosal failure. 

But if we're going to hold Reagins responsible for the drafts, we'd have to acknowledge that his highs were incredible and his lows were the worst I've seen. And Reagins was certainly holding Bane responsible for the drafts, and so the legacy of either appears to be mixed mostly.

 These are the players they missed that were all drafted before the second round, but after the Angels selected:

Nick Castellanos, Taijuan Walker, Noah Syndergaard, and Christian Yelich. 

That's just the first round. Even ONE of those guys could've changed the face of the franchise. 

In fact, of the 55 players the Angels drafted, only ONE developed into an everyday player for the Angels. Kole Calhoun, in the 8th round.
