This wasn't actually done for safety reasons. Car manufacturers did this to avoid higher import costs on trucks. Adding the 2 seats mad them "cars".

One of my best friends had one of those cars while in college. He bought it as a used car. It had once been in a big accident so he got it for a great price. The only downside to it was that every once in a while you could smell gasoline from some small leak they couldn’t find to repair from the accident.
