I could be wrong but I have seen the image before and it was the cars that were bought back during the UKs cash for clunkers style trade in program.  All cars were set to be scrapped.

That would be a trip to dive.  124 feet is the limit for rec divers.  But I'm sure visibility is close to zero once you get in whatever that goop is.  You probably grow a third arm too.
