Trump took over and spending increased.  He took over in 2016 and his first budget passed end of 2016.  Note the increase from 2017-2018.

The real tax is the debt so that really doesn't matter. If they have no intention of chipping away at the debt what we pay or don't pay in taxes isn't really all that relevant.
