@LHalo I don't know if that's the way she always speaks.  But she seems like she's talking 100 mph, to cover up a lie, with her brain firing on all cylinders, just blurting things out, then when she realizes that she's F'd, she does the ole change the subject and slow down.  You deal with people all the time Lhalo.  If you stopped someone and they started speaking like that, wouldn't you become a little suspicious?

A Russians sanctions bill was passed a while back.  Trump signed it into law.  But it's up to the administration to actually implement the sanctions and they never did.  They came out a few days ago and said it's not needed.  *shrug*

It's basically dereliction of duty.
