Chip expired almost 120 days ago. trump and co created the DACA issue close to 120 days ago. Congress has been passing this round of CRs for close to 120 days. 

If republicans had allowed a clean DACA or chip bill, they would both pass easily. If the bipartisan immigration compromise was allowed to move forward, that reportedly includes some funding for the border wall Mexico was supposed to pay for, it would pass easily (hence the reason stephen Miller brought in hardliners to change Trumps mind). 

This is the kind of shit when you legislate by blackmail and cow tow to the extremist right wing part of your party.

What it sounds like is that Schumer and Trump were close to a deal in the afternoon.  Schumer gave on the wall and military spending.  Presumably this included a solution to the DACA problem that was acceptable to the democrats.  Since Trump doesn’t actually have an ideological compass, this was agreeable for him.  He’s getting his wall and gets to spend more on the military.  At some point the republicans got into his ear and determined that the framework they were close on was “too liberal” and that was that.  

So here we are.  The republicans won’t compromise on anything.

Senator Claire McCaskill (D-MO) introduced a resolution that would have secured pay for service members, noting that Trump has been trying to divide the country by invoking the military and putting the blame on Democrats if they were to go unpaid in the event of a shutdown.

She then said, “I don’t want one moment to pass with there being any uncertainty of any soldier anywhere in the world that they will be paid for the valiant work they do on behalf of our national security.”

Despite widespread concern for the issue amongst both Democratic and Republican voters, Republican leadership didn’t show any regard for protecting military pay as they moved to shut down the government.

McConnell quickly objected to McCaskill’s resolution — and instead left military pay up in the air along with the other casualties of his party’s decision to grind the federal government to a halt.

The move was slammed by the military advocacy group VoteVets, who noted that Republicans were willing to use the military “as a prop” to attack Democrats, but when it came time to take substantive action, they dropped the ball.

There is no doubt whatsoever that he's stated they will pay for it indirectly and it's not wholly unreasonable to say that he's said they'll pay for it outright.

Whatever the case, if there's funding for the wall in whatever budget ends up being passed, there won't likely be anything more than a basic outline of how funds will be procured from Mexico to cover the cost. If there's a rock solid plan as part of the funding, that would at least be somewhat nice.
