That would seem rather unlikely if recent history is still applicable. If they were given MIGs perhaps you could connect the dots. But Russian firearms are the Toyota Corolla of the military. The bill also limited the Presidents ability to rescind existing sanctions without congressional approval. Or at least previous versions did. Good for them. The White House lobbied hard against this one.

Trump says transgender people will be banned from U.S. military

I'm good with this.  This is one distraction the military does not need.  Is person A eligible to go to the front lines.  He has guy parts, but says he is a thing.  Oh and the thing says the military must pay for it's transformation, Manning put that precedent in place.

Rand corporation did a study on this in 2016...they estimate 1500-6600 or so.

They also estimate financial impacts (2.4 to 8.4 million annually) and other impacts.
