I know MacFarlaine thinks he has something with the cell phone activity but Routh, along with everyone else, is protected from any unotherized cell phone tracking. The Secret Service can't cast a cell phone usage net over the entire course and check where there are pings. 

What would have been an effective way to secure the area would have been drones criss crossing the boundaries of the club. Using night vision they would have easily spotted Routh before daylight. Even a daytime sweep would have revealed his position and there would be no privacy issues being on privately owned land.

Base price for a professional drone with thermal camera is about $25k without options that add about $5k. So about $200k when the government gets involved in purchasing. A couple of drone operators and you're looking at a cool half million for a $50k job by an outside vendor over a three day period.
