Also, I wouldn't mind paying higher state taxes if I didn't have to pay the feds.  At least I would get more pennies on the dollar for my investment.

I doubt that too, just look at CA as an example.  More money just leads to more bureaucracy and waste.  Our system of government encourages the waste, I don't think where it goes matters.

It does matter.  It is a simple matter of logistics.  The farther away the money goes, the less you are going to get back.  The more chance groups of folks have at the pie means less pie.

Just look at the bills that go to congress now with all the earmarks that were put in to convince the senator or congressman from X state to vote for the bill.  It would happen 10x if not for the opposition calling them out on it.
