It wouldn't be the first time that a supposed "sure thing" didn't happen. A situation like this led to the first Clinton presidency. George H. W, Bush appeared to be headed toward a second term. Riding a wave of popularity from Operation Desert Storm, he was expected to win re-election easily. Because of this, a lot of established Democrats didn't seek the nomination in 1992. A young Governor from Arkansas emerged from the pack, domestic issues (which were not Bush's forte) came to the forefront, and Clinton was elected to two terms in the White House.

Perot definitely helped, but I recall Bush being taken to task in the debates on domestic issues, and he didn't seem to have much to offer. The economy also started tanking - to the point that Clinton kept a sign on his desk that said "It's the economy, stupid" as a reminder of where he should focus.
