There is blame to be placed on the slow rollout of testing. That's the biggest failure of all here. 

Hopefully our system has learned a thing or two with all this so we are better prepared for the future. Maybe we should start doing widespread testing for the seasonal flu every year just to reduce it's spread and to stay on top of our testing game for nastier bugs that show up.
