I'm not saying let the kids play.  I'm saying this shouldn't be an issue. 

If a player is comfortable with doing this, then they'll do it.  If they aren't, then they won't.  It's the difference between Bryce Harper and Mike Trout. 

And really, baseball has an efficient way of managing itself with these celebrations.  We don't need regulation or intervention.  Retaliation can be an effective tool. 

So you think throwing pitches at players for celebrating is a good thing.

This.  
If they were doing skits between second and third base after hitting a HR in the third innings, which is basically what the NFL does today, that would be one thing, but they are not.   Well with the exception of the Red Sox outfield of course but they are the darlings of the league and above reproach so its moot.
