My daughter is a firefighter there, my soon to be son in law is a cop, the place is a Facking joke.
My last visit up there we decided to make a run to Berkeley, the mecca of liberalism, and if you literally 200 yards off the main drag, you run into parks overrun with trash, graffiti, and homeless.  
They chase them out of the public visible areas to maintain the image, but the reality is very different.

I literally cant even tell if you are being serious or sarcastic at this point.  
Clearly you missed the fact that my response was sarcastic, but that aside, the issue isnt hiding it, the issues is that you expect it to not be there at all, and certainly not a stones throw from the perfect downtown area.  
This tells me a lot about the reality of the so-called utopia.  
Liberalism really isnt any different economically speaking in that regard, they talk a lot about caring for people but at the end of the day its just that, talk.
