Even more so, it's up to McConnell for the FBI investigation to actually occur. The committee doesn't in itself have power to make it happen.

So, Flake is saying he will only vote for Kavanaugh on the floor "if" there's an FBI investigation.

1) Will there be an FBI investigation?

Possible scenario. Flake doesn't want to vote for him on the floor, but didn't want to hold up the committee. So, he gets cover to pass the committee vote but vote against him on the floor which the Republicans can deal with because they have the votes without him.  So McConnell will nix the investigation, take the floor vote regardless and get the confirmation. Not sure he can get the votes without the investigation but it's certainly possible.

Many republicans have a dull twig that they refer to as a gun.  But not having first hand knowledge, I was giving Flake the benefit of a doubt.
