Because of the way he's doing it.  At least for 5 of the 6.  I would not be surprised if it turns out to be a disgruntled ex delivery person.  I think the first 3 were put on the doorstep like an Amazon package.  And the last 2 were Fed Ex'd.  Of course, this is also Austin we are talking about, so could be an ex tech person.  Which might fit the making/engineering skill.  

Let's just hope he doesn't figure out that wrapping a few boxes of nails or metal around said bombs would make them 100x more deadly.  

This does remind me of the Unibomber though.  Let's just hope they catch him before he makes this a decades long terror situation.

So... that facility is like 10 mins from home and we drive past it fairly frequently.
