From the angle, hills in the background, etc...I'm going to say that it's the Balboa island ferry.

The ferry was one of the first permanent  things there. It was needed because there were few roads in OC, and a trip around the entire bay from out on the peninsula took all day.

Not much needs to be built really for 2024, assuming the Rose Bowl and Coliseum can last that long.   Both will have just celebrated their 100th anniversary when the 2024 Games would start.   A velodrome stadium needs to be built to replace the one torn down to make way for the StubHub Center at CSDH.
