I might agree with you, but how those teams play against the Angels is not a good gauge.

I'm hoping the Angels can somehow overtake Oakland for fourth place before the gap becomes too wide.

Partly true (the Halos part)

Both teams have strong lineups and strong pitching, and have solid managers.

Both also made solid pen upgrades in July.

Why?  At this point, they're clearly not going to get into the playoffs (not even close), so finishing with a worse record is more beneficial.
