With the annonimity of the interwebs, and spoofing of phone lines, it's just too easy to make these types of threats.  It's about as easy as prank calls were before caller id back in the 70's and 80's. 

Police are in a no win situation.  They ignore it, and something happens, then they are incompetent.  They answer to all the threats, and that's a lot of money wasted on nothing.

Has there ever been an instance in U.S. history of someone calling in a bomb threat before detonating the bomb? It's probably never happened. Yet we waste billions in money and lost productivity on investigating and preparing for bomb threat (we actually had to undergo bomb threat training at one of the buildings in which I worked). It's the absolute height of stupidity.

have you heard of the story of the couple who made a fake collar bomb, and then the plan was to put it on the guy and have him pretend he was her hostage, and rob a bank.

well, turns out the woman actually knew about bombs and made a real one, and the dude didn't know. eventually she tells him, and he freaks. so the plan kind of goes to sh*t, and its on a timer. he has to rob the bank and complete four other tasks, each task adding more time to the timer. so the cops get him, and he's sitting there screaming get it off get it off! and the cops and no one knows what to do as they are waiting for the bomb squad.

it goes off. he dies. they based Saw on the story.
