In Wisconsin you can get drunk and threaten your kids and girlfriend with a gun and shooting it in the air and it is only a misdemeanor.

You even get to keep your guns.

Few years back they tried to change it to a felony which would mean more jail time and not getting to own a gun any longer but the NRA shut it down by way of big donations to state officials.

We cite stats from the entire city of Chicago but I imagine you could just carve out a couple of 5 square mile areas and get nearly the same numbers. As long as it's localized in these areas nobody is going to give a fat rat's ass about fixing it.

Years ago, when I was collecting information for a study on prison community work crews, I spoke with an official with the Illinois Department of Corrections. He said that they had only had one escape from their program. It was a white inmate who found himself on the south side of Chicago. He went into a phone booth, called the DOC and told them to come and get him.

They do, mostly from minorities and organized crime.
