There is blame all around. The first lesson learned is don’t elect a democrat for governor as he bares the most blame. The city of Asheville is a complete lib shit show so this was the perfect storm for the feds to shit on the people. 
Reps in congress especially the house signed off on the spending plan so they shouldn’t get a pass. 
That said , there are emergency exemptions and congress has the ability to hold emergency sessions to authorize aid. In addition to the state guard , this area is literally surrounded by the Army’s airborne /air assault divisions, a Marine Division, and two Marine air stations. 
Without question the President and federal government hasn’t given its best effort
