It’s not complicated, bills are looked at and they’re determined to either support or be counter intuitive to general conservative ideals, the congresspersons vote is then tallied and their score is based on the percentage of the time they vote according to conservative beliefs.

That's because it only measures like two data points. Whether they voted with conservatives or against.
