His velocity isn't great, true. But his curve and change are very plus pitches, and he hides the ball better than just about anyone else in baseball.

I'd totally agree there. When his location is off and/or his secondary pitches are off, he can get into trouble quick.

He is not even allowed in the bullpen.

He's done as a top of the rotation starter, but he may still be decent until his contract expires.  While the trend isn't good, rarely does a player decline every season.  We could see a little better year this year or next.
