The immediate cause is actually Bush Sr and his son W who went there to clean up Daddy's mess.  Even got the CIA/Intelligence community to pretend that there might actually be a threat.

At least he built a complete consensus with pretty much all the other countries when they protected Kuwait.

I think you could blame Bush Sr on not completing the overthrow.  A lot would have changed if that happened.  Because after the US pulled out, a lot of ill will happened with a lot of people that supported the US in Iraq after Hussein butchered them.  Pretty much, after that point, the US was not to be trusted, and is still not trusted in that country.

The Nazi's left a paper trail behind making it fairly easy to know who did what with regards to war crimes. I doubt half of these ISIS dudes even know how to read.
